TCAM tailors its services to the client and the situation. Services fall into five main categories:
Asset Monitoring
TCAM monitors and reports on operations and trends to make sure performance stays on track and to identify needs for intervention. We worry about the details and the day-to-day so that clients can turn their attention to other matters.
- Example: On behalf of a large bank, TCAM monitors the lease-up and operations of affordable housing investments. The client has a large staff and a wide array of assets under management. But it also has lucrative new business opportunities. TCAM’s services allow the client to access affordable housing expertise for its portfolio without adding staff or distracting employees from much more pressing – and rewarding – activities.
- Example: On behalf of a state allocating agency, TCAM monitors the construction, lease-up and operations of affordable housing properties benefitting from TCAP and/or Section 1602 Tax Credit Exchange funds. TCAM’s services allow the client to safeguard the taxpayer money in the assets inexpensively and expertly.
Owner’s Representation
TCAM provides day-to-day oversight of property managers and property operations on behalf of the owner. We are part of the owner’s team in developing the plans for the assets and following up on all details so that the plan, and the manager, stay on track. We collect and analyze the operating data so the client has a clear picture of property operations at all times.
- Example: On behalf of a national owner and developer, TCAM is working closely with property management firms managing a large portfolio of properties across the country to improve operations and asset performance. At a fraction of the cost of hiring its own staff for the purpose, the client’s Director of Asset Management has timely, high-quality information on the portfolio and ready access to TCAM’s affordable housing expertise and resources.
- Example: TCAM is serving as staff for a developer that acquires properties and development opportunities across the country. The client has immediate access to trusted staff with proven analytical capabilities as opportunities arise.
Risk Mitigation
TCAM scrutinizes underperforming assets so that clients can better understand the fundamental issues associated with their investments and assess their exposure. TCAM’s focus helps clients move problems towards resolution and the focus itself often leads to improved performance. TCAM analyzes operations, incentives, and market conditions in-depth and on an ongoing basis. We identify opportunities for improved performance and steps the client should take to protect or improve its assets.
- Example: On behalf of a large bank, TCAM scrutinizes performance of loans on the watchlist. The client receives expert analysis and advice on the subset of its assets that need a more focused effort than the servicer or client’s staff can provide. With TCAM’s help, the client can prepare for potential defaults and take other steps to reduce risk. TCAM’s analysis also provides the data that allows the client to remove loans from the watchlist, provide more accurate measurements of exposure, and readily meet its extensive reporting requirements.
- Example: On behalf of a major financial institution, TCAM shadows the asset management of a large portfolio of affordable housing tax credit properties guaranteed by the client. TCAM’s independent collection and analysis of financial data from the properties provides the client with clear information on exposure and identifies opportunities to improve the client’s position.
Workout Support
TCAM provides in-depth, hands-on analytical support for the financial restructuring of properties and portfolios. Through the extended workout process, clients need data to support their decisions and properties need attention. TCAM monitors operations, compliance and tax benefits and evaluates the performance and incentives of the parties affected by the restructuring, providing projections, valuations and balanced data so clients can protect and enhance their positions.
- Example: TCAM works with a large lender as the client reviews and negotiates debt restructuring proposals from borrowers. TCAM provides analytical support and on-going operational review to help the client quickly understand key issues and motivations, and evaluate the performance of the borrower and property manager. With TCAM’s support on the details, the client can focus on strategic decisions and negotiations.
- Example: TCAM is working with a large financial institution as it restructures its exposure across several tax credit portfolios. TCAM analyzes the client’s exposure, and updates that analysis as additional data is received and property operations and portfolio performance changes. TCAM performs in-depth analysis of specific issues within the portfolio as restructuring discussions progress and evolve. With TCAM’s support on the details, the client can focus on bringing the transaction to a successful conclusion.

Clients tap TCAM’s expertise, experience and flexibility for many engagements that do not fit a standard assignment. TCAM has performed operating feasibility analyses of properties, evaluated the performance of property managers, conducted compliance reviews, and benchmarked syndicator workloads. Clients often use TCAM to augment their capacity for an intensive effort, such as planning the redevelopment of a housing project or implementing a new asset management system.
- Example: A city housing authority retained TCAM to serve as additional capacity for its internal team, planning the redevelopment of one of the city’s public housing developments. Working closely with the housing authority, TCAM researched public and private financing options, and completed an application for Affordable Housing Program (AHP) funds through the Federal Home Loan Bank. TCAM’s involvement provided flexible resources for an expedited and successful planning process.
- Example: A state housing allocating agency engaged TCAM to analyze the operations and evaluate the property management of a large, troubled HOPE VI property. TCAM’s independence and expertise produced a balanced diagnosis of a complex and contentious situation, helping to reconcile opposing perspectives so that the parties can work together on a resolution of the property’s problems.
